The stamped version, or local plus when it was built.
Parameters
- version: string | null | undefined
  The build stamp, or local/empty in a workspace build.
- date: string | null | undefined
  When it was built (ISO 8601), or null when unstamped.
Returns string

Remarks
A released version already carries its commit (0.8.0-beta.1+sites.188.9ffc18f87), so the time adds nothing. A workspace build has no identity at all except when it was built.
