Protection is a precondition on writing, the same reason a data validation is reported: a cell that will refuse the next write looks exactly like one that will accept it. So the section answers the writer's three questions in order — is it enforced, which operations survive, and where a value can still go.
The editable regions are the unlock partition, which is why that feature has no section of its
own: on an unprotected sheet an unlocked cell refuses nothing and says nothing, and on a
protected one it is this section's body.
