data.manager) + the workbook model ops (sheet-ops / view / name / style / find). Static chrome is seeded
at module init (registerReactCommandCatalogs), not here. Stateless — the model + services ride in data.
Remarks
undo/redo and the workbook ops are non-transactional (this scope carries no tx middleware): undo
runs its own manager, workbook model ops self-transact. undo chrome is registered into both sheet (owner)
and workbook (borrower); its behavior is contributed here on the workbook node.
