The clipboard pane layer — the exact analog of SheetSelectionLayer: it renders its draw (the
copy/cut/format-painter marching-ants marquee) and its commands — a clipboard scope joined to the
pane's z-stack above selection via a declarative Command.CommandScopeProvider, onto which
contributeClipboardCommands contributes copy/paste/format-painter. Commands live with their
layer, contributed the same way a third-party plugin would.
Remarks
The draw reads the app-wide edit-mode bus (useEditMode) — the same bus the commands publish to on
copy/cut — and marquees the source range (which rides on editMode.args.reference, so it reads
synchronously without an async clipboard round-trip). Mounted per-pane.
