The box a selected movable's controls are drawn in: placed and turned as its frame is, from the
same numbers. Its children stack in order, with no z-index of their own: the layer's controls
come first and the content renders its own after them (see MovableElementProps.adornmentHost),
so a content control paints over, and is hit before, a resize handle or outline it overlaps.
