An anchor source registered against a DOM element (via CommandScope.attachElement) — three
forms, all resolved to a leaf scope:
a fixed CommandScope — an ordinary region (the formula-bar editor names its own element → its scope);
an ActivationTracker (e.g. a pane's LayerActivation) — the dynamic leaf
(design/COMMAND-DESIGN.md §"Layered resolver", mechanism 2): its getAnchor() is read live, so focusing
a pane's Stage anchors at the current top of that pane's z-chain (the non-focusable-layer case);
a getter (() => CommandScope | null) — the general escape hatch.
