A package's bundled default-language locale slices — statically imported (so the bundler inlines
them) and registered as the eager, lowest-precedence floor. This is what lets a plain npm install
render command chrome and dialog text correctly with NOTHING served. Both planes ride together
because one manifest owns both; see CommandCatalogService.registerFromManifest.
