A source of durable-commit notifications: something that announces when a store's committed
state has been externally persisted (e.g. a successful IWorkbookIO.write).
Remarks
This is the seam a TransactionSaveStateManager subscribes to, so a consumer can wire
dirty-tracking to persistence by simply passing the source — no per-consumer event plumbing.
Implemented by the IO layer (which depends on transaction, never the reverse).
