OptionalignoreMeasure only the rows/columns the sheet is showing.
The same lens ICellRange.getCounts and ICellRange.getRegions take, and it costs no extra scan: the range is split at the hidden runs first (off the header run structure, no per-cell probe) and the resulting pieces are measured as ONE population.
Optionally an IRange.Axis to skip on one axis only.
