Names, tables and functions are all scoped, so resolving one requires knowing where the
formula lives — which ICalculation.IFormula does not carry. It is normally recoverable
from getReferences(), and this option covers the case where it is not: a formula whose
references are all names or constants (=TAX_RATE * 100) resolves nothing without it.
