Function createBusyHandle

): BusyHandle
Builds a BusyHandle from a dismiss function (and optional updaters). Used to wrap the plain hideBusy callbacks that providers produce, and to supply inert no-op handles where no provider is present.
Parameters

- setMessage: (message: ReactNode) => void = ...
