A scope and its element — the one declarative way a feature, plugin, grid layer, or host renders a
subtree that belongs to a command scope. Two forms, same shape:
spec — CREATE a child of the ambient scope: createChild, run
the contributor for its lifetime, join the ambient pane CommandChain at
order, dispose on unmount. How a feature contributes commands.
scope — PROVIDE an already-built one, untouched lifecycle. How
chrome that renders outside a scope's element still belongs to it.
Either way elementRef names the subtree's element, bounding
the scope's region (and, with region, naming a focus leaf).
Optionally registers dispatch middleware via CommandScopeProviderProps.use.
