Builds the FunctionHint that FunctionSignature / FunctionPreviewContent render, from a function the caller ALREADY has.

Remarks
The editor derives its hint from the caret (which function is open, which argument the caret sits in — see useFormulaHints); a picker derives it from a chosen function and no caret. Same hint, two sources, so the display conventions live here rather than in each: the localized display name read synchronously from the active pack (Plane 3, canonical name stays the identity), and the argument separator from the workbook locale (Plane 1) rather than a hard-coded comma.
