Assemble the argument texts into the call to insert — =SUM(A1:A5,B1).

Trailing optional arguments that were left empty are dropped; nothing else is. A blank in the middle is meaningful — =IF(A1,,B1) is a legal formula and is NOT =IF(A1,B1) — and so is a blank required argument, which keeps the call's arity honest while the form is half-filled. An untouched form assembles to the bare =NAME().
Parameters
- name: string
  The function name to write — the LOCALIZED one where the user is typing in their own language (hint.nameLocal), since that is what the cell will hold.
- rows: readonly ArgRow[]
  The form's rows, from toArgRows (their optionality is what may be trimmed).
- filled: readonly string[]
  The per-row texts, index-aligned with rows.
