The rule as AUTHORED. What a rule does to a particular cell is a cell report's question and is
already answered there (ICell.getStyle() is the rendered style, conditional formatting folded
in); what a cell can never show is the predicate, which is this report's whole subject.
The listings — a region row, the Conditional Formats section — carry the same rule on one line
through the same describers. This adds only what does not fit there: the anchor in full and the
evaluation order.
Renders one conditional format's report — where it applies, what it tests, and what it paints.
