The alert style is stated on every row rather than elided as a default, the one place these
reports do that: it is the difference between a rule that REFUSES the next write (stop) and one
that merely comments on it, an omission cannot carry that, and there is no default a reader could
assume — Excel writes stop while a rule built here starts at information. blanks allowed is
Excel's Ignore blank, which decides whether an empty cell is a violation.
