Occupancy alone yields maximal SOLID rectangles, and a table is not one: a title sitting over
its first column makes that column run one cell longer than the rest, so the table came back as
C3:J111 plus a B2:B111 list — two blocks, neither of them the table, at a size the Tables
section contradicts. A table's edge is a boundary its author drew, so the partition honors it:
the table is one block, at its own extent, and the title is a 1×1 above it.
Refinement only ever cuts at a table's edge, so a sheet with no tables partitions exactly as occupancy does. A refined partition yields every region carrying EITHER feature, so a blank cell inside a table comes back too; a region is uniform, which makes its anchor the test.
The blocks of content in
range— occupancy, cut where an authored table begins and ends.
